Cloudburst Consulting Group seeks a Capacity Strengthening Advisor to assist in supporting Cloudburst's growing local capacity development (LCD) work within the Global Development Practice Area.
The Capacity Strengthening Advisor will provide technical subject matter expertise on locally led development to integrate LCD approaches into the program cycle, with an emphasis on building capacity of local researchers and evaluators.
The ideal candidate will have strong experience in directly building the capacity of local partners (preferably on USAID-funded projects) through training and/or mentoring in a range of areas including:
USAID policies and procedures; Monitoring, Evaluation and Learning (MEL); financial management; human resources; institutional governance; leadership; project management; and/or strategic planning.
The ideal candidate would have experience in some of these areas helping locally led research organizations prepare for and be successful USAID contract or grant recipients.
This position is contingent upon funding and donor approval.
Responsibilities:
The Capacity Strengthening Advisor responsibilities include:
Supporting USAID to build the evaluation and assessment capacity of local organizations, especially universities, research centers, and think-tanks to conduct research on behalf of USAID.
Providing capacity building subject matter expertise for USAID bureaus to integrate locally led development approaches.
Technical support will likely involve a combination of guidance, training, facilitation of organizational assessments, and development of strategies and institutional strengthening plans.
Sharing relevant knowledge from LLD best practices from the mechanism with others at the agency and beyond.
Requirements:
Master's degree required; preferred in relevant subject areas such as International Development, Public Policy, Political Science, or Economics.
Minimum 7 years of experience in monitoring and evaluation, international development, and the design and implementation of MEL projects for USAID.
Demonstrated knowledge of and experience in using LCD tools such as pre-award surveys, Organizational Capacity Assessment (OCA)-like assessment tools, and institutional strengthening plans.
Proven ability to assess capacity building interventions and recommend appropriate activities to develop skills and promote organizational learning and change.
Demonstrated experience related to locally owned and locally led development efforts, which may include:
Conducting research fieldwork in developing countries/resource-poor settings; Working with or for local organizations in developing countries, such as:
working directly for a local organization, as an employee or consultant for an implementing partner working with local sub-awardees, and/or with local government entities/local firms on development initiatives; Working with networks of local organizations/grantees or other local actors; Demonstrated experience in program cycle activities (design and monitoring, evaluation and learning (MEL) activities) and advancing the uptake and use of adaptive management and evidence-based programming.
Knowledge and understanding of USAID MEL Policy and ADS regulations.
Strong project management, leadership, strategic planning, and organizational development skills.
Strong oral and written communication, analytical, interpersonal, and team management skills.
Experience in multicultural environments and diverse teams.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
